They come from Ra Uru Hu's teaching of the Global Cycles, the Global Consciousness Program: a table of eras of about 400 years each, running from 16513 BC to 3674 AD. In every era the eight locks of the G Center, the Vessel of Love and the Sphinx, each hold a key: the gate the slow backward turn of the wheel brings to them. Ra said this way of seeing the great cycles belongs to ancient Hindu Brahmin culture. The dates are his: the Cross of Planning began in 1615, and the Sleeping Phoenix begins in 2027. About the day itself he said "I was given an exact date, for example, for 2027, which is the ides of February." Like everything in Human Design, it is his teaching to test in your own life, not something to believe. You can turn the wheel yourself on the locks mandala at bodygraph.io/2027/locks.
This is not a fact, not medical advice and not a promise of healing. It is part of the cosmology Ra Uru Hu, who founded Human Design, left behind, and nobody knows exactly how it will unfold.
