That is the busy, self absorbed power of the 20-34, which he elsewhere calls too busy looking after itself in the now, the pure generating buzz. The waking belongs to the cycle's larger meaning. When he reads the name for 2027 he says the sleeping is over and the waking is what it is about, and he ties that to the awareness that opens in the mutated Solar Plexus of the 55. So the background mood is busy, and the potential that wakes is a new awareness, mainly in beings not yet born.
