Ra names Gate 49 for Explanation nowhere, and he names the ending only once: into the Phoenix, then Contagion, then Explanation, and then the return to the Sphinx, locking to the Sphinx. At another point he calls Explanation the last cycle in the round, and at a third he shows the last lock and key of the round as the reintegration of the Sphinx and the Vessel. The 13 is the gate where, in his words, the collective experience is stored, the gate of secrets, and his mystical keynote for the quarter it opens is the Witness returns. That fits his image of the ending: all the pieces lock together and the door simply closes.
